Zambian observer3/8/2023 ![]() Due to the nature of the position, the candidate can expect to be exposed to weather elements on a regular basis. The candidate can expect irregular work hours to consist of days, evenings, and weekends. The workload will vary and may be stressful at times when inclement weather is present. Meals are taken in conjunction with the shift and candidates will have access to a refrigerator, microwave, and limited vending machines. The selected candidate will work solo in an office-type atmosphere. Sitting-Continuous 5.5 to 8 hours per shift.Writes and Disseminates Terminal Aerodrome Forecasts.Provides DD-175-1, canned route, and over-the-counter briefings.Responds to PMSV and disseminates PIREPs.Issues weather warnings, watches, and advisories.Operates the Automated Surface Observing System (ASOS).Performs Meteorological Weather Watch, taking, evaluating, recording, encoding, and disseminating surface weather observations.Persons currently holding an active CAC or having a recent security clearance.Experience with the Navy's Flight Weather Briefer program.Must have completed a DoD formal training program for weather observing AND forecasting or equivalent National Weather Service program.Prior forecaster certification with the Department of Defense (DoD) or National Weather Service, including two years of experience in aviation forecasting.Prior observation certification with the Department of Defense (DoD), Federal Aviation Administration, or National Weather Service, including two years of experience in observing, taking, recording, and disseminating surface weather observations using Meteorological Aviation Routine Weather Report (METAR) code.Be advised this is an extremely busy watch with heavy workloads, so only candidates having a strong ability to multi-task and handle stressful situations should apply. The schedule will fluctuate and be determined by the Site Manager. Night and Sunday differential is compounded to base pay. The candidate will be paid at the observer rate during the certification process and when working observer only shifts. Hourly pay begins at $39.05 Forecaster rate and $33.45 per hour Observer rate plus $5.35 per hour for up to 40 hours per week Health & Welfare. However an Observer may inform the Commission in writing of any discrepancies during the conduct of an election.This Part-time position is responsible for performing a meteorological weather watch consisting of taking, evaluating, recording, and disseminating surface weather observations (METAR/SPECI) issuing Terminal Aerodrome Forecasts writing DD-175-1s, issuing and disseminating weather watches, warnings, and advisories and responding to PMSV, and dissemination of PIREPs. An observer may not bring to the attention of the Presiding, Returning Officer or a member of the Commission any discrepancies that may arise during the conduct of an election. Observation is information gathering and / or on sight fact finding and making an informed judgement about the credibility, legitimacy and transparency of the electoral process. ![]() Observers are drawn from the international community. A monitor may bring to the attention of the Presiding or Returning Officer or a member of the Commission any discrepancies that may arise during the conduct of an election. Monitoring is information gathering examination and evaluation of the electoral process. Monitors are drawn from the local civil society. The Commission may revoke the accreditation of any monitor or observer who contravenes the provisions of the Electoral Code of Conduct. Validity of accreditation expires with declaration of results. The Commission shall provide the Monitors and Observers with accreditation cards and their respective organisations may provide them with the necessary identification.Īfter the declaration of results of an election, monitors and observers shall hand over to the Commission any identification they had been issued with. Stakeholders should apply for accreditation to the Commission and they shall be issued with identity cards which they should display at all times when in the nomination centre, polling station or totalling centre.Īny person who wants to act as a monitor or observer during the electoral process must be accredited by the Commission and subscribe to the Electoral Code of Conduct through the Declaration of Compliance by Monitors and Observers Form (ECC2). Accreditation is the authority granted to stakeholders by the Commission to enter a nomination centre, polling station or totalling centre to observe the proceedings. Elections in Zambia are open to observation and monitoring by international and local organisations respectively.
